Annual summit seeking fast-tracked EV pivot to push through in August

During the press briefing announcing how the 9th EV Summit will push through as an online conference on August 26 to 27, Electric Vehicle Association of the Philippines (EVAP) president Edmund Araga said the event will be the venue for:

  • Reaffirmation of public and private stakeholder commitments for transition to a sustainable EV transport system
  • Discussion of improved policies and inter-agency coordination to make charging stations a feasible business
  • Firming up an agreement for EV program cooperation between the Asian Federation of Electric Vehicle Associations and the ASEAN Centre for Energy
  • Discussion of how local content production, particularly for supplying all-important vehicle batteries, can be competitive and also advantageous to the country’s EV ecosystem.

Pasig City, Philippines–The biggest annual conference promoting electric vehicles in the country is set to stage its second virtual summit in the new normal next month.

The Electric Vehicle Association of the Philippines (EVAP), together with the Manila Electric Company (MERALCO) and in partnership with the Department of Energy (DOE), will host the 9th Philippine Electric Vehicle Summit (PEVS) on August 26-27, 2021 via the online platform Zoom.

With the theme ‘Accelerating the Switch to Electro-Mobility in the Philippines,’ the two-day event will focus on fast-tracking electric vehicle (EV) adoption in the local transport sector in line with the government’s medium-term goal of attaining a low-carbon economy.

“We need to step up our efforts to achieve our goals for rapid EV deployment, and to do this, government and private sectors need to collectively reaffirm their commitment to do so,” said EVAP President Edmund Araga.

“Among the highlights of the 9th PEVS will be the symbolic signing of the stakeholder Memorandum of Understanding, which is aimed at speeding up the switch to electro-mobility by 2025,” Araga added. Government agencies, the academe, civil society groups and EVAP will reaffirm their commitment to work towards the transition to a more sustainable transport system.

EVAP continues to work closely with government and industry stakeholders to catalyze a behavioral change towards a more sustainable future, through the modernization and electrification of public and private transport.

Two-day Conference Highlights

Day One of the online conference will focus on policy dialogues about technologies and solutions. Opening the 9th PEVS are keynote messages by the EV Champions in the Legislative and Executive branches of the government — including Rep. Juan Miguel Macapagal-Arroyo, House Committee on Energy Chairman; DOE Secretary Alfonso Cusi; and Sen. Sherwin T. Gatchalian, Senate Committee on Energy Chairman. EVAP also anticipates a keynote message from a high-ranking official of the UK government who will be hosting this year’s COP 26. 

Aside from the symbolic reaffirmation of EV transition commitment, the morning session of the first day will also host the signing of the memorandum of understanding between the Asian Federation of Electric Vehicle Association (AFEVA) and the ASEAN Centre for Energy (ACE). Session on EV policy and Standards Regulations are also featured in the morning session. The summit promises an exciting afternoon for technology junkies with sessions on what’s  in and what will be the future of EV technology.

Day Two will tackle EV value chain development and market opportunities. The sessions will include discussions about manufacturing of electric vehicles and batteries, establishment of charging network and infrastructure, viable business models and the very important topic of financing EV programs.

EV Industry Roadmap in PH

Currently, the government is working to attain the goals of its EV Industry Roadmap (2016-2024) as set by the Department of Trade and Industry – Board of Investments (DTI-BOI). The strategy includes provision of incentives to stakeholders involved in adoption of low-emission technologies.

Meanwhile, both chambers of Congress are also working to pass the Electric Vehicles and Charging Stations Act to boost consumer demand for electric vehicles (EVs) in the country and make EVs more affordable in the long run. The Department of Transportation (DOTr) has also launched a public utility vehicle modernization program that will replace traditional vehicles for public transport with new and environmentally-friendly alternatives that comply with global standards. After a break last year because of the prevailing global health crisis, the Vios Cup is back for 2021, its first leg concluded just last week and now brandishing the new name of “Toyota Gazoo Racing Vios Cup.”

PHILIPPINES l JULY 13, 2021–Toyota Motor Philippines’ (TMP) premier motorsports program, now called the TOYOTA GAZOO Racing Vios Cup, made a historic comeback after a year’s hiatus with new and familiar names battling for this race weekend’s podium finishes and awards.Kicking off the season with a surprise appearance of the GR Yaris driven by TMP President Mr. Atsuhiro Okamoto, 24 Autocross racers and 24 Circuit racers across 3 race classes competed at the Clark International Speedway in Pampanga this July 9 and 10 and raced their way to the finish line as the online community shared the thrill and excitement real-time.

TMP brings back excitement on the racetrack with veteran racers and a new breed of Filipino racers.

TMP announced the return of the Vios Cup early this year, much to the excitement of racing veterans, aspiring and rookie drivers, and other motorsports enthusiasts. While there are no public spectators for this race weekend to enforce safety protocols for the participants, TMP livestreamed the racing events to let more motorsports fans cheer and support their favorite racers safely from their homes.

During the first race weekend of the TOYOTA GAZOO Racing Vios Cup, racing fans witnessed the comeback of veteran racers, celebrities, and media representatives, as well as new faces competing in the Autocross Challenge and Circuit Championship formats at the Clark International Speedway, one of the country’s premier racing circuits.

“Toyota Gazoo Racing is all about pushing the limits for the better. We had to hit the brakes due to the pandemic last year, but now we are back with an even more exciting race!” Okamoto remarked during the opening ceremonies “So here we are today at the Clark International Speedway, returning with the ever-reliable Vios. This Filipino-made car is really fun to drive on the daily and at the tracks. With hope for better days ahead and maximum safety protocols, we move forward and race on!”

A total of 24 drivers in Promotional, Sporting, and Super Sporting Class competed in the Circuit Championship. Maila Alivia and Jiro Garbes ended this race weekend with 2 out of 3 races at the podium for the Promotional Class while celebrity racers turned Promotional Class contenders Troy Montero and Fabio Ide had one podium finish each as well. Familiar names dominate the Sporting Class, with Inigo Anton and Julian Tang as consistent top 3 finishers, and Joaquin Garrido being displaced by Jacob Ang in the top 3 by the 3rd race of the weekend. For the Super Sporting Class, Gerard Loy is the consistent podium placer, meanwhile Estefano Rivera and Red Diwa finished at the top 3 in the first 2 races with Bryan Co and Marc Soong taking their place by the 3rd race.

Meanwhile, actor Alex Diaz dominated the tracks in the Autocross Challenge Celebrities and Influencers Class, followed by TV star John Manalo and social media personality Jules Aquino. Jose Altoveros was hailed the champion in the Media class with Ian Magbanua and Inigo Roces in 2nd and 3rd, respectively.

For EVAP, the transformation of the local transportation sector to electromobility is “very slow compared to our ASEAN neighbors like Thailand and Singapore.” Among the indications of this pace is the dismal modernization of public jeepneys into environmentally-friendly vehicles. As of June 2020, the Department of Transportation reported that only 18,000 jeepneys across the country have been modernized—out of over 200,000 registered public jeepneys.

Mr. Araga stated: “According to the latest Global EV Outlook of the International Energy Agency, there was a strong momentum in electric vehicle markets despite the pandemic. There were 10 million electric cars on the world’s roads at the end of 2020, following a decade of rapid growth. Electric car registrations increased by 41% in 2020, despite the pandemic-related worldwide downturn in car sales in which global car sales dropped 16%. Around 3 million electric cars were sold globally (a 4.6% sales share), and Europe overtook the People’s Republic of China (“China”) as the world’s largest electric vehicle (EV) market for the first time.

The resilience of EV sales in the face of the pandemic were due to the following:

  • Supportive regulatory frameworks even before the pandemic many countries were strengthening key policies such as CO2 emissions standards and zero-emission vehicle (ZEV) mandates. By the end of 2020, more than 20 countries had announced bans on the sales of conventional cars or mandated all new sales to be ZEVs.
  • Additional incentives to safeguard EV sales from the economic downturn: some European countries increased their purchase incentives and China delayed the phase-out of its subsidy scheme.
  • The number of EV models expanded and battery cost continued to fall.”

“We need to step up our efforts to achieve our goals for rapid EV deployment and to do this, government and private sector need to collectively reaffirm their commitment to do so,” Araga said.

Highlights of the summit

Thus, among the highlights of the 9th PEVS will be the symbolic signing of stakeholder Memorandum of Understanding, to accelerate the switch to electro-mobility by 2025. This highly-anticipated activity will involve representatives from key government agencies, the academe, civil society, and EVAP reaffirming their commitment to accelerate the transition to sustainable transport.

Day One of the summit will focus on policy dialogues about technologies and solutions while Day Two will tackle the state of industry and market development.

This upcoming summit marks the second year PEVS will be staged through the Zoom platform after its successful initial online staging in the previous year. The first online edition of the summit had set a record for having the most number of government leaders participating in discussions about electrified mobility in the new normal.

The 9th PEVS will be co-presented by Phillip Morris Philippines, Nissan Motors Philippines, and Mitsubishi Motors Philippines. The Department of Energy will also have a special participation in the conference.
